I'll have personally been working with a various amount of forum CMS systems, not only bec i make alot of forums for other people there want it for their community or their minecraft server.
 There is alot of different CMS systems out there for making a forum, and they are both comming as paid and free.

Paid ex.

IPB that is made by invisionpower and is the best paid forum CMS system. This CMS comes with alot of different types of features as shop, mobile version and much more. You can get this CMS for a min of $175+ that you can buy exstra stuff with it as IP.Nexus and IP.Blog.

 Free ex.

Mybb is the very best free CMS system and i belive my self the very best worldwide. This Forum system comes with alot of starting features so you have a allready good working forum when you install it. This system does also have plenty of free mods and themes you can use and all of them is easy to install. Basicly if you know how to drag'n'drop with a FTP program and how to read english (the install.txt) then can you easy install the mods.

This system comes also with an HTML/php editidor with full acces to all the template files so you can easy make changes to your forums look. Im in person belive thats the best feature of this system and is very usefull.
